Ad revenues in the New Media: What about India?
In an article of Enid Burns titled ' New Media Poised to Drive Ad Revenues' I came to know:

The Internet remains the strongest-gaining sector in advertising, averaging 57 percent growth per year over the past 10 years. In 2005, the channel increased by 24 percent. New channels experiencing the most growth last year include satellite radio (235 percent) and interactive TV (116 percent)."
 
This report mainly talks about the US market. What about India and South Asia? You can read another article of Enid Burns titled 'India's Internet Users Spiked in '05' to get an idea about growth in Internet users in India. I this article, I found, "The number of Internet users reached 38.5 million by year-end 2005. That's up a substantial 54 percent from 25 million in 2004. Broadband policy and other initiatives by the IT and Telecom Ministry encourage increased adoption. A monthly broadband subscription costs as little as 199 rupees (US $4.50)." Thus a strong growth is happening in the Indian Internet market and it will continue for years to come.
 
As for the Internet advertisement market, there has been some tremendous growth in India in the last 2-3 years. I came across an informative article in the website of exchange4media and I was happy to see that online advertising revenue may touch  Rs 350 crore in 2009. I feel that this figure can go well beyond than Rs 350 crore in 2009. India government, the private sector and NGOs, foreign companies (like Intel, IBM and Microsoft)- all are trying to deliver affordable and inexpensive computers to the common people of India. $100 laptop is another important factor that is literally going to create a revolution in India in terms of use of Internet and computer. The best side of promotion through internet is that it is very cheap for the company and the consumers do not have pay any extra money for viewing a particular website or webpage. That is why I feel that the online revenue market in India is going to be much more than Rs 350 crore in 2009.

I agree with you that India can achieve its online revenue Rs 350 crore by 2009. India has a large population and if they can ensure more computer and internet users then it is very possiblr to reach this target.
Moreover, $100 laptop can make a boom in increasing the computer users. It is true that $100 is also far beyond the capacity of a poor family but 4/5 family can afford a new $100 laptop. So the the number users can be increased and then the business companies will also be more interested to make website. People do not ahve to pay any extra money for using a website.
So i think there is no reason to be failed in gaining Rs 350 crore online revenue.
