
In order to reduce the flood damage, Pakistani government has planned to launch a “Flood Protection Program”. I am quoting from the report published in The Peninsula:
“The federal and provincial governments in Pakistan have agreed to launch a Rs30bn, or $500m, flood protection programme which will be completed over the next 10 years.
Sources here said yesterday that a meeting presided by the chairman of the Federal Flood Programme and attended by provincial irrigation secretaries, also decided to approach multilateral lenders like the Asian Development Bank and the World Bank to provide $200m for the programme.”
The main problem is, due to Pakistan’s bad performance last year, Pakistani officials are not sure whether World Bank and Asian Development Bank would provide them any monetary assistance.
Pakistan is not the only country that suffers from flood every year. It is a major problem in Bangladesh, India and other South Asian countries as well. There is another problem common among these countries and that is, bureaucratic complexity and procrastination. This is the main reason, that upset donors like World Bank and Asian Development Bank. If Pakistan really wants to procure money from ADB and WB, then it should try to finish its project within given time.
