Nepal receives Rs. 180 million for educating voters
Rs. 180 million has been given by the donors to various local Nepalese NGOs for educating voters and launching the election campaign. As you all know, the constituent assembly election of Nepal is going to be held on April 10, 2008. After years of struggle, the country is finally seeing the establishment of a democratic government. 

Except one NGO, all the other NGOs that walked out with the funds are headquartered in Kathmandu. The funds are given based on the proposals of the NGOs which are approved by the Social Welfare Council (SWC). Gorkhapatra.org reports:   

The funds received by the NGOs through direct link with the INGOs after the establishment of Loktantra is not known so far.

"We are approached by the NGOs and the donors for the disbursement of such funds. We endorse the proposals received if the basic criteria for the their spending is met, Dr. Jayandra Shrestha, member secretary of SWC said.

He said the Council has been entrusted with the responsibility of monitoring such spending based on the timeframe specified by NGOs to accomplish their goals.

"The Council does not have a say in deciding which NGOs receive the funds as they approach us after completing the paperwork and all we do is just approve them, Shrestha said.

With little more than one month before election, proposals are still coming in. What Dr. Jayandra Shrestha is worried about is whether the money will be properly utilized. He said that SWC will monitor the NGO after the end of the specified period of their projects.

Finally, Nepal is going to see a democratic government and foreign countries are also trying their best to make the election process better. However, I agree with Dr. Jayandra that the NGOs that are getting the funds for educating voters should be monitored whether they are properly utilizing the money.
