Bureaucratic complexity stalls CNG bus project in Peshawar
Bureaucratic complexity has stalled Rs. 2 billion project of introducing pollution free CNG buses in Peshawar, capital of the North West Frontier province in Pakistan. The plan was to introduce better transport facility for those who find it problematic to travel in public buses. The air-conditioned CNG buses would have different compartments for women and children and people would get better service paying charges equivalent to that of public transport.

To find out the causes behind the delay, a sub-committee has been established comprising secretaries of various government departments and other officials. The News reports:

The previous government of the Muttahida Majlis-e-Amal (MMA) had inked an agreement with a local party, under which 100 CNG buses were to begin plying the city roads in the first phase. The estimated cost of the project was Rs 2 billion, said a source.

A committee, headed by additional chief secretary, was constituted for the purpose, which comprised secretaries of finance, local government and transport departments as well as the district Nazim and managing director of the Bank of Khyber.

The caretaker government led by Shamsul Mulk, however, stopped further work on the project in November last, allegedly to oblige certain rivals of the successful bidder, Gul & Co. Peshawar district nazim later resigned from the committee, saying bureaucratic hurdles were hampering the project. "Earlier, it was decided that these buses would be plied on the main University and GT Roads, while the existing public transport will be diverted to alternate routes.

This is a common scenario in many countries around the world where bureaucratic complexity and difference in opinion between government officials stop various good projects that would have made people’s lives easier. I hope and pray that Peshawar government reach to a solution about this matter as soon as possible.
