Nepal’s Secretary of the Ministry of Agriculture and Co-operatives, Tek Bahadur Thapa, criticized his government’s decision of withdrawing subsidies to farmers on chemical fertilizers. In a conference titled, ‘The South Asian Regional Conference on Food Sovereignty, Agrarian Reforms and Peasants’ Rights,’ which began from yesterday, he said that the government should review the anti-subsidy policy imposed at the request of the donor community as farmers would have to bear the high production costs. Mr. Tek Bahadur Thapa said that Nepal should have pro-farmer subsidy policy like that of India. Indian government provided around Rs. 1920 billion to the farmers. He also said that government should reinstate the subsidy to encourage farmers to take up commercial farming and increase their competitiveness. Nepal’s CPN-UML General Secretary, Jhalanath Khanal, inaugurated the conference. He said that South Asian countries should bring revolutionary land reform and agro-revolution for the rights of the farmers by eliminating feudalism.

He said Asia has remained backward because of imperialism and colonialism, and have to face poverty and hunger, and pointed out the need of solidarity between the farmers of the region for their rights.
CPN-UML Standing Committee Member Keshav Badal said the report of the High Level Land Reform Commission should be implemented and stressed on the need of cooperatives movement.
Other speakers called for food sovereignty laws, land policies for new Nepal and high living standard for farmers for political stability.
The two day conference was joined by agro-scientists, researchers, environmentalists and representative of various organizations of the South Asian region including Bangladesh, Pakistan, India, and Nepal. Jointly organized by All Nepal Peasants’ Federation and the South Asian Poverty Alleviation Forum, the conference discussed on land distribution system in South Asia, land reform, agriculture development status and potentials, food rights and human rights, climate change, worldwide food crisis and energy crisis etc.
